This tutorial will show you how to make this:

1. First of all, find the image you want to use. I'm going to use the one below of Mr. Cruise.
TIP! - Find an image which is just a little bit bigger than the size text you will use - if it's too big, chances are the text will show the part of the image you don't want in the text!

2. Secondly, make sure that image is open in PSP, start a new image - i'll let you decided how big, mine was 500x500. Now take out your text tool.

3. To create your text, set the foreground and stroke properties to transparent like No.1 below, and the background properties to pattern like below.

4. Now you can choose what pattern you want by clicking on the small window:

5. This box will appear:

6. Click on the window circled in red in the above image and then you will see this:

7. You'll see that the image you want to use will be available in the patterns, select that one and set the settings to Scale: 100 & Angle: 0.
8. You will need quite a wide font, I used
IMPACT. and font size was
480 points.
9. Now create your font using these settings and you should get something like this:

10. To add more effect I duplicated the base and set the top to hardlight, then went to Effects > 3D Effects > Drop Shadow - with these settings:

11. And now the finishing result!:
