1. We will start with this image:



2. First, duplicate the base.
3. Make sure you are on the bottom layer and go to Adjust > Blur > Gaussian Blur. Set this to 2.50. Although you wont be able to see it as it underneath the top layer, the base will now look like this:



4. Make this layer grayscale by going to Adjust > Hue & Saturation > Colorize. Set the saturation to 0. To give an overall shinier effect go to Adjust > Brightness & Contrast > Brightness/Contrast and set the brightness to 38 and the contrast to 0. The bottom layer should now look like this (you wont be able to see it unless you have hidden the top layer)



5. Finally, set the top layer to hard light and you will now have this, easy peasy!:
