Dotted line
This tutorial will show you how to make this image:

1. First off all you need a PSD, if you want to use the Avril Lavigne PSD that I have used you can find it here.

2. Paste your PSD on top of a plain white layer.
3. Now we wil add the dotted line. Take your pen tool

4. Match your settings to this:

5. Now, after selecting the colour you want for your line, carefully draw your dotted line by clicking and dragging around the edge of the PSD and trying to keep an equal distance from the edge of the image. NOTE: Make sure you have the background and fill setting set to 'Transparent' on your material pallette else it will not create a dotted line. You should now have something like this:

6. To add the extra little touches like in my final picture you will first need to create a new transparent layer bettwen the PSD and the white background. Now add splatter brushes to this layer, i used 1 pink brush then the rest were grey shades. Set the opacity of this layer to 50.
7. Colorize your PSD by selecting it's layer then going to Adjust > Hue and Saturation > Colorize and set the Saturation to 0. Duplicate this layer and set the top to 'Hard Light'
8. Now to add the blue colour bubble, create a new layer on top. Take out your circle brush and set the hardness to 15 and the size to 200. Now set this layer to screen and click on the image wherever you think the colour bubble looks best. And thats it - your image should now be complete!
